An indirect air carrier is someone who arranges freight on airlines, domestic and international, and they issue a House Airway Bill (HAWB). In this way, the Indirect Air Carrier presents itself to the cargo owner as the carrier and assumes certain liabilities associated with the air carrier and may be held as first in line for damaged or lost cargo claims. The HAWB is a contract of carriage that contains many details and often includes the indirect air carrier’s limits of liability.
