The NVOCC (non-vessel operating common carriers) arranges for the carriage of cargo on ocean vessels and issues house ocean bills of lading. By issuing its own bill of lading, the NVOCC presents itself to the cargo owner as the carrier and assumes certain liabilities associated with the ocean carrier. The NVOCC’s house bill of lading contains contract of carriage details and often limits their liability for lost or damaged cargo. The Federal Maritime Commission (FMC) regulates NVOCC operations.
